  •   Keep youth aviation learning and opportunities available

  •   Why does the (illegible) hate aviation

  •   Kagel Canyon and all Foothill communities. This is our safety. It needs to stay as is!

  •   The Pacoima community that’s most impacted wants accountability from the County & FAA but most

  • importantly, Whiteman Airport. Shut it down! (PB flyer attached)

  •   Impacted. Whiteman is a base for emergency services and disaster relief. And this airport being so

  • close to the mountains (fire) that’s crucial.

  •   Create more places that offer educational resources.

  •   There should be noise cancellation windows and curfew for planes.

  •   Emergency and fire response is critical to the entire San Fernando Valley. #kagelstrong (e‐mail

  • address supplied)

  •   Create a plaza that gathers more people similar to La Placita Olvera.

  •   Pacoima community residents are impacted though do not own airplanes themselves.

  •   Kagel severely impacted. Agricultural fire rescue. Many children and animals.

  •   We need this facility! If we lose it, we will never get it back!

  •   Expand community outreach opportunities with airport open.

  •   The issue is that in the past couple months, two major airplane crashes have happened. It’s time we

  • make better use of this piece of land. For the community.

  •   Provide youth aviation.

  •   This is the base for Civil Air Patrol. Need to keep that. With cadet programs & aerospace education.

  •   Keep airport which has established educational opportunities for any youth interested.

  •   Have more open houses to inform more people.

  •   I want to learn to fly at this airport.

  •   The airport is a valuable part of this community.

  •   Don’t move next to the airport if you don’t like it.

  •   Keep airport.

  •   I’ve heard this airport has youth programs and that they’re “accessible” but I’ve worked with youth of

  • color all my life while living in the WESFV and never met a youth who came here.

  • Airport is a must stay open!! Many communities need it.

  •   Get rid of airport! Lots of noise/pollution.

  •   Keep the airport as is!

  •   If there is excess land here, perhaps a portion could be split off for another purpose.

  •   Keep airport in our community.

  •   Whiteman Airport is an amazing economic & educational engine, as well as a huge safety (fire/police/news) asset for the community. There is a reason other airports are spending tens of millions of dollars to build exactly what we already have here.

  •   Aviation is pretty cool and learning to be a pilot is a awesome and unique career choice for kids of

Pacoima. One problem with Whiteman airport is poor community outreach. I have lived in Pacoima for 28 years and I have never heard/seen these opportunities until today. If they are serious about community engagement then I would like more of an effort put forward. Secondly, if Whiteman Airport were to be removed I would like to see a green space community center an outdoor community center were we can teach about plants, animals, the Tatavium people that were here before everyone. We can have community centers to help bring Pacoima together.

  •   Airport benefits... jobs, capital in local businesses, youth inspiration

  •   Learning about careers in aviation and aerospace

  •   Many opportunity: Young Eagles Flights, Civil Air Patrol, Aviation Post 747

  •   Aviation Explorers!

  •   Airport tours

  •   Civil Air Patrol

  •   Youth aviation at airport!

  •   Job training – collaborate with community directly

  •   Programs – get youth involved: internships, volunteer, or jobs. Many teenagers/young adults would

  • be interested if the airport offered these services

  •   Aviation career day

  •   A cultural center that teaches youth the rich history of Pacoima communities

  •   Teach Youth about LEAD poisoning that comes from airplane fuel & the EPA regulation

  •   Place for learning how to fly

  •   Shorten our lives by poisoning our lungs with lead from planes.

  •   Youth arts and engineering hub

  •   Help the community between now and the time it takes to close the airport with improvements they

  • can see

  •   Civil Air Patrol, Young Eagles, EAA Youth Aircraft Build, Aviation Explorers, job opportunities,

  • scholarships

  •   Aviation career day

  •   Open a High School in Pacoima

  •   Get high school students involved with sustainability efforts at airport. 301 organics.com has a great

  • program.

  •   Civil Air Patrol

  •   Have more opportunities for hands‐on activities for young people.

  •   A great starting point for youth education in aviation careers

  •   We need green areas not Whiteman Airport!!

  •   I don’t fly but I enjoy seeing the planes/airport

  •   Don’t shut down the airport. Project! In the future: school of aircraft mechanic.

  •   Education suggest after school programs

  •   Civil Air Patrol cadet program introduces youth to aviation and military careers, provides education

  • and (illegible) programs serving the local community

  •   Airport youth programs – keep airport open

  •   Tower tours for everyone!

  •   There’s been an empty lot in Laurel Cyn and Osborne for years. There’s homeless, trash, drugs, etc.

  • The airport is progress.

  •   Workforce development

  •   Little League

  •   After school programs

  •   Career exploration

  •   Youth aviation at airport!

  • COMMENT BOARD TOPIC: Financial Investment in / Revenue for the Community

  • Comments – March 3rd

  •   Is this how clear your conscience? Wow!

  •   Where do the airport fees go

  •   Airport employees and occupants shop, eat, buy gas all around the city daily.

  •   Millions of dollars are paid each year in taxes from the airport. Ask the city leaders where it’s being

  • spent.

  •   Whiteman generates revenues that the county then spends on public programs . Why kill your

  • revenue stream?

  •   I envision a place where the community could gather or create income for low income residents

  • through mom and pop shops or farmer markets.

  •   Pacoima and the NE San Fernando Valley need more financial infrastructure to support small

  • businesses and space to host this infrastructure. There should also be investment in jobs here to

  • increase wages‐ in ways that build the community, not take advantage of it.

  •   Positive financial impact only exist if tenants/employees are residents of Pacoima and are committed

  • to using local businesses for projects/resources/capital

  •   That’s why Pacoima is poor in no psychological mental help or against additions

  •   Whatever they put up for sale at the airport, not all the proceeds go to the community.

  •   I envision a community center, restaurant, and banquet hall to bring in revenue

  •   Already employs hundreds and offers skills and training. Keep Whiteman open!

  •   More investment to create more jobs

  •   Take out old buildings, and make a good café and restaurant

  •   Shut it down

  •   All the plane owners should come and live around the airport so that they can experience the toxic

  • noise of their planes

  •   All my life in Pacoima and I have not seen money go to the community

  •   We need community betterments! Banking services, business interruption funds for small businesses

  •   The airport already brings financial $ to the community

  • o Agree

  •   Detailed economic analysis is needed to learn how many tenants and employees are residents of

  • Pacoima in order to calculate the extent of any financial benefit the airport brings to the surrounding

  • community

  •   We know that even though they have money, they do not fix the streets or sidewalk areas. For years

  • the same [illegible] the lines of the asphalt are not distinguishable and it is dangerous

  •   SHUT IT DOWN

  •   A nice restaurant facility at the upgraded airport would bring in more business to our area from

  • neighboring communities

  • Comments – March 5th

  •   Jobs at the airport, as well as aircraft owners bring money into the local comm., Which (illegible)/

  • traveling to the airport.

  •   Determine how much pilots and others donate to support the community, CAP, EAA, Aviation

  • Explorers, 99s, Angel Flight, etc.

  •   Ms. Rodriguez what’s in it for you? Maybe $$ from developers??

  •   Pacoima needs resources and not more pollution.

  •   Airborne tourism (airplane and helicopter tours)

  •   YouTube – create channel and apply for monetization or create goods.

  •   Tourism big plus +

  •   (pointing at “tourism big plus +” comment) exactly people in 91331 (Pacoima) don’t use this airport.

  •   A nice restaurant here (like 94th Aero Squadron in Northridge) would be a nice addition to our

  • community.

  •   Airport best part of Pacoima

  •   That’s easy. A shopping center will create a stream of revenue that this city has never seen before.

  •   This will take away jobs.

  •   Put together a task force to figure out how you can expand events and opportunities to profit for the

  • community (tourism – plane and helicopter rides – fairs, museum, etc. and ???). Add a mini golf

  • course, go‐karts, and arcade facility?

  •   We live in Pacoima, considered low income, poverty!

  •   The funding that’s generated from the airport stays in the airport not the local community

  •   Invest in creating more places for youth.

  •   Airport supports community revenues now!

  •   All of these pilots and airport businesses pay their taxes to the city. They help fund all of our other

  • community services and programs.

  •   Don’t taxes collected on the existing businesses here profit the community in some way?

  •   Investment in the youth, give them opportunities.

  •   Investment to support economic and health development

  •   Keep airport but more open events for community.

  •   The local restaurants benefit from the airport employees

  •   Our airport uniquely supports GA in our area. It generates significant economic activity and jobs. The

  • historic nature of aviation in SFV must be preserved.

  •   WHP is the perfect place for E.V.T.O.L. development in SFV

  •   Closing the airport is extremely shortsighted

  •   This airport puts Pacoima on the map!

  •   Airport provides jobs and revenue

  •   Support our airport!

  •   [printed Pacoima Beautiful “call to action” flyer taped to board]

  • COMMENT BOARD TOPIC: Inequality

  • Comments – March 3rd

  •   There is no inequality at Whiteman Airport. The pilots are very open and great people to talk to. I

  • encourage engaging in conversation with them. As far as racial matters go, there are Latino pilots and

  • more people from a mix of ethnicities. VERY DIVERSE

  •   Why for so many years have we not provided programs to our youth?

  •   Why has the airport not been welcoming to undocumented and LGTBQ youth?

  •   Where is the community today?!!?!

  •   Pollution/health risk/safety risk from airport creates environmental inequality for immigrant/working

  • class residents. Everyone deserves clean air & safety

  •   Over 50% of my employees are minority

  •   Why doesn’t the airport invest in the surrounding area to demonstrate the true value & care for its

  • neighbors

  •   Well‐off communities do not have an airport in their backyard

  •   The airport is POISON to our LUNGS!

  •   Come to civil air patrol and see that everyone is welcome. Check out EAA too.

  •   It is not fair to have to deal with selfish pilots; need to come practice their flying in my home!

  •   Please keep out community safe and healthy. Don’t allow toxic air pollution and noise pollution to

  • disturb and negatively impact us.

  •   The Young Eagles Program and the weekly airplane building program are open to every child from the

  • communities‐ regardless of their economic status or their standing in school

  •   Right now the airport represents inequality because it only serves private owners. The community

  • deserves a say in what is placed in that land.

  •   The economics and demographics of Pacoima has changed dramatically since the establishment of

  • the airport. Compared to decades ago, there is more poverty here now, more immigrants, and a

  • different culture. The use of the airport’s land should reflect this.

  •   When considering changes, please consider improvements such as open green space, places to

  • recreate and positive things to help uplift our communities.

  •   Why doesn’t the airport offer noise canceling windows to neighbors like others do?

  •   An airport is not racist, sexist or treat anybody unequally. Airport loves all people

  •   If an airport has good intentions, why don’t I see any in YT [white] neighborhoods?

  •   That there be more equality throughout the community and no discrimination

  •   For equality to exist, racism must not exist and that will never end.

  •   I’m sure many have experienced inequality & that is not right. You will be treated with respect at the

  • airport. Come visit!

  •   Green space, job training center

  •   Re‐envisioning use of the airport’s land is land use issue. Pacoima should not have the bear the brunt

  • of environmental toxins and the recreational hobbies of a few. How else can the land be used to serve many more?

  • o Agree [noted on comment above]
 Family members in certain government positions.

  •   Pacoima has long been passed over and discriminated against purely because of its poverty. We need to rethink use of 184 acres of land for retail/housing

  •   Inequity exists because people here say that it doesn’t matter what you now but who you know. These are poor thoughts but they should not allow it.

  • Comments – March 5th

  •   If you remove the airport it creates inequality because local people would have to drive far to learn

  • about aviation

  •   Every one of us who lives near the airport made a choice to live near the airport. Whiteman was here

  • before the orchards & fields around it were developed into housing.

  •   Shut down the airport only keep fire emergencies

  •   Spanish speaking / non‐English speakers left out of the process

  •   Ms. Rodriguez, why are you turning this into a race and class struggle?

  •   What is the racial/ethnic makeup of Whiteman’s users and employees vs demographics of Pacoima

  • and the NE San Fernando Valley?

  •   WHP is an equal opportunity employment facility

  •   Airport advocates gaslighting surrounding community is a grave issue

  •   What are the costs to low income residents in the continued operations of this airport? (e.g.

  • foregone economic costs, health consequences, etc.)

  •   The airport was here first. Take the opportunity to learn to fly. It’s at your doorstep.

  •   Youth programs are available to all at Whiteman Airport

  •   Racist policies like redlining and historical and present exclusion from resources has Pacoima and

  • northeast communities living in poverty and high levels of pollution

  •   Aviation explorers are 50% Hispanic

  •   Why does the airport only engage with its neighbors after politicians, community groups, and

  • community members ask questions and demand better. If you want to be in our neighborhood be a good neighbor 100% of the time. Consider the people who are impacted by the airport. Also consider your own user and pilots. Put the utility wires/poles on Sutter underground.

  •   Whiteman Airport is unique in LA County. It is one of the few locally accessible general aviation airports. The programs (CAP/EAA/Glendale Community College) bring access to aviation for underrepresented communities.

  •   How many Latinos and African American people from Pacoima are currently hired at this airport? Transparency, diversity, equity, and inclusion now.

  •   Many pilots live in the Valley in Pacoima and surrounding communities.

  •   Inequality? Heck, many minorities got their start in Aviation from places like this. I’ve heard them

  • speak and they support saving the airport.

  •   Aviation opportunities for all.

  •   More benefit for the community and taxes for the city

  •   The folks that have the airplanes don’t even live within 10 miles of here

  •   Yes we do!

  •   You own a plane why live within a 10 mile radius of an airport. Shouldn’t you want something better

  • for yourself.

  •   The community is not reflected in the airport’s industries. Too much disparity in income.

  •   People moved here after airport

  •   Keep the airport and use it to benefit the community

  •   We want more community residents at the airport.

  •   I am a pilot and I live in Pacoima and I am a community latino

  •   I am a student pilot and I live in this community!

  •   How many Pacoima residents utilize airport?

  •   Free programs and flight opportunities – not dependent on social constructs – for over 30 years!

  •   There is too much inequality. How many Mexican employees and other minorities work here???

  •   You don’t need to be “rich” to participate in the activities at Whiteman. Several programs have

  • scholarships to get flight training.

  •   People in this community do not have the means to own and maintain an airplane. Only bringing

  • pollution to our community.

  •   If you keep the airport well maintained, restaurants, gardens, pilot training, and aero mechanic it

  • benefits the community.

  •   This is a historical redlined community that has been excluded from resources and continues to be

  • disrespected with this airport.

  •   Benefits people who don’t live in the area and pollute Pacoima residents air.

  •   We have free flights for kids and adults any minority welcome!

  •   Thousands of dollars are available in scholarships for flight training, academic programs, maintenance

  • training and other aviation careers.

  •   Growing up next to the airport is what led me to become a pilot. It has been the greatest source of

  • inspiration in my life and I would hate to see our kids lose that.

  •   Present solid assured alternatives before deciding.

  •   What is the liability of the county in continuing the use of this land that has obvious racially disparate

  • effects on Pacoima’s Latin residents?

  •   This is my 1st time at Whiteman Airport – I was born/raised in Pacoima, and have never felt

  • welcomed/invited.

  •   This airport benefits more than you know it services people across the country! Keep Whiteman

  • COMMENT BOARD TOPIC: Quality Jobs / Job Creation

  • Comments – March 3rd

  •   Pacoima youth can become airline pilots, aircraft mechanics, and air traffic controller. Whiteman

  • airport is the best airport for learning students

  •   Children and families need better opportunities “job job”

  •   Airport employees come from the community

  •   Airport trains people for lifetime good jobs

  •   Whiteman airport provides Pacoima with over 80 million per year!

  •   A hospital attracts better jobs and opportunities instead of the airport

  •   The airport employs over 400 quality jobs and training programs

  •   Training programs

  •   What youth programs? Our children deserve the right to breath clean air

  •   Offer jobs to local residents in the immediate area

  •   Whiteman serves as vehicle to escape poor paying jobs thru great opportunities afforded by aviation

  •   Keep it

  •   Yes, let there be jobs for our young people in the community

  •   I am an aviation explorer based out of Whiteman and I have seen how it affects the aviation

  • community. Whiteman is a cheap way to jump start piloting careers and it serves the whole

  • community, it's not worth sacrificing career paths for young people for real estate

  •   We need to shut it down so we can have better jobs

  •   Whiteman airport provides the opportunity for a six‐figure salary as an aircraft mechanic, corporate

  • pilot schooling, etc.

  •   Offers no jobs, maybe less than 300, provides no income to the city of Pacoima, not beneficial to any

  • residents!

  •   Give job opportunities to people who do not belong to the same political party.

  •   Please Do What the community wants, Shut down Whiteman Airport

  •   Do not shut down history

  •   I have no idea about jobs or any opportunities here

  •   Keep it open

  •   Quality jobs for our community... youth, parents, students... more opportunities for people that live

  • in Pacoima no outsiders

  •   Learn a profession not a job

  •   More jobs could be created if the airport is shut down there are many possibilities for what could be

  • done with the space

  •   SHUT DOWN

  •   Aviation careers are well paying jobs

  •   Urban Search and Rescue there FEMA‐Stop the land grab‐ Keep Whiteman Open

  •   How many employees/tenants are residents of Pacoima????

  •   Airport provides teaching for pilot and mechanic licenses then provide GOOD JOBS

  •   That more job opportunities are created for young people.

  •   Helping young people have a future

  • Comments – March 5th

  •   Aviation Career

  •   KWHP (Whiteman Airport) creates jobs directly and indirectly. Over 420 jobs! Thank you, KWHP.

  •   Career exploration for youth. Places where youth could explore different career options

  •   Youth recruitment afterschool programs

  •   Airport provides 100s of jobs, millions in revenue for the county. People travel to LA County and

  • Pacoima to work.

  •   I don’t know anybody who works here. It seems to me that they come from elsewhere.

  •   Where are existing jobs going?

  •   Plenty of available work sites

  •   Learn about jobs in aviation from the Explorers programs at the airport

  •   Keep airport open to provide actual quality jobs/training/opportunities

  •   How many people that are employees live in Pacoima, Arleta, Sylmar, Lakeview Terrace?

  •   We’ve already got nearly 500 employees at the Airport in Aviation related services and youth

  • programs. Keep them & it & expand services & outreach even.

  •   Creating job opportunities for young people so they have more hands‐on employment.

  •   The airport creates over 400 good jobs.

  •   Programs or areas for seniors (tours) for Pacoima residents @ Airport.

  •   CIVIL AIR PATROL PROVIDES UNIQUE CAREER EXPLORATION FOR YOUTH

  •   WHITEMAN AIRPORT CONTRIBUTES TO THE COMMUNITY WITH MANY JOBS

  •   LEARN TO FLY & ENTER AVIATION CAREERS WITH AVIATION EXPLORERS POST 747

  •   Losing airport jobs does NOT help the community. Keep the airport open.

  •   We have plenty of jobs available. Keep airport.

  •   It looks like a good place to create job opportunities.

  •   Summer programs for interested individuals. A winter program or whenever it’s best to learn.

  •   I have lived in Mission Hills and worked in different parts of the Valley and I’ve never met anyone

  • who worked here in the last two decades.

  •   Airport jobs are only for a select few. If we get rid of the airport it opens so many possibilities.

  • Shops/retail/anything else besides the airport.

  •   Employment expansion

  •   Aviation instruction careers

  •   Open more retail stores to create more jobs for youth

  •   Many jobs

  • COMMENT BOARD TOPIC: Transparency

  • Comments – March 3rd

  •   We need better leadership in the 7 District Monica must GOOOO 3‐3‐22

  •   The airport is very important to transportation

  •   No transparency from city and county. This airport is for all S.F. Valley emergencies services

  •   Take accountability for plane crashes

  •   Better job opportunities; new businesses

  •   More information about the effects of the airport on people’s health & the neighborhoods we live in

  •   You need a lot of power of support for something; transparency, there is no clarity

  •   Be honest. Why are pilots comfort more important than cleaner Pacoima

  • Residents are harmed by the pollution, they complain all the time, how it harms their kids and their health. It pollutes the houses and their roofs.

  •   #Shutdown Whiteman

  •   Major improvements have been made already and will continue

  •   THE NIMBY‐ HOOD IS REAL!!! Why not move this nuisance and public safety risk to a community not

  • comprised of people of color?

  •   #Shutdown Whiteman Airport now!!!

  •   The community lacks information about the airport

  •   For young people it would be very important to obtain more information through the school

  •   Local community members barely know any programming offered by Whiteman Airport‐ I'm 30 years

  • old & I’ve never been to Whiteman/ been invited. It’s insanity.

  •   There aren’t any jobs and you don’t care!

  •   Transparency? Where do the campaign contributors come from?

  •   Our community need hospital parks

  •   Maintenance positions, flight instruction

  •   Pacoima has so much open space available... why displace aviators?

  •   The airport has never been transparent it takes elected or non‐profits or an accident for them to

  • even address the public.

  •   Don’t let land developers fool you into thinking they care about the community

  •   Airport only hosts a small amount of jobs. We don’t even get to visit due to white supremacy.

  •   Ask the Pacoima Beautiful representatives to state the source of their lobbyist funding. Ask Pacoima

  • Beautiful about their Aliso Canyon $100K.

  •   To have good explanations so they are better understood.

  •   Have more information accessible.

  •   We need more events like this

  •   But will you really listen to the Public? Looks like the majority want to save & keep the Airport. Will

  • surrounding area

  •   Shut down the closure advocates

  •   Implement noise reduction. “Quieter home program.”

  •   The Pacoima community is one of many poor communities, no offense, because it doesn’t obtain

  • much direct support to improve, just a little bit at the time, really slow. Just look at it, other places like Santa Clarita, Pasadena, Beverly Hills or other places you don’t see these problems. And whatever it is or whatever you put here the most important thing is going to be the interests of the developer/investors

  •   I’ve worked with our youth and we’ve never seen youth programs.

  •   Pacoima needs a large shopping mall

  •   Build more community resources

  •   This is a land grab by developers who don’t care about Pacoima (+1)

  •   Shut it down, when? TODAY!

  •   Pacoima has the potential to be a nice community that even rich people can live at.

  •   Don’t’ close it please, even if it pollutes it helps us a lot with fires, which are really more dangerous

  • for our communities.

  •   For now, let’s not make things worse until there’s a complete environmental & health risk

  • assessment of the airports impact until these results, stop any further growth of the airport, no new

  • planes, no increased usage, no new funding.

  •   I urge this community and our elected officials to listen to the many stakeholders that have spoken

  • up to keep Whiteman Airport open. This airport has been servicing the entire San Fernando Valley for decades. Whiteman Airport serves as a base for Emergency Services and Disaster Relief Services for the North East San Fernando Valley. They offer educational opportunities to our youth free of charge and employment to hundreds. To close this airport would mean closing the 20 businesses housed there. In addition, we would lose the non‐profits servicing our community there including Angel’s Flight, which offers free flights to those needing transportation for needed medical services across the country.

  • At least 22 neighborhood councils have spoken out in support of keeping Whiteman Airport open. If our elected officials truly want to represent their constituents, they will stop this effort to close Whiteman Airport and work with the airport to make it even better. Perhaps they can re‐envision and re‐create the restaurant that used to be there so community members can enjoy this landmark in the North East San Fernando Valley.

o Historically, this airport has done nothing to support the Pacoima community. PLEASE SHUT IT DOWN! (separate comment on note above)
o This is only supported (arrow to “22 neighborhood councils have spoken out in support”) due to political interest. Do better for our Black, Brown and Native community.
    o Wrong

  •   The people of Pacoima Beautiful lie about Whiteman Airport being non‐diverse and saying things like “There is no opportunity for the youth.” The opposite is true. I support visiting on the 4th Saturday of the month and asking around.

  •   GREEN JOBS FOR YOUTH PROGRAMS

  • o Urban farmers

  • o Composting technicians

  • o Soil science prof.
    o Sustainability consultants

  •  Spur economic prosperity – develop 184 acres into a retail center w/ housing, w/ job training ctr. Green park space so that concrete jungle heat is diminished. As has been done in other neighborhoods in LA City and County.
